Stationary vehicle/stall and roadside vending (Gold Coast) - Queensland

Service summary

Councils Local Law No 11 (Roads and Malls) requires all persons supplying food, drinks or other goods and services, either established in one place or when travelling about on council roads to obtain a permit.

If you operate your business on state controlled roads you will also need to contact the Department of Transport and Main Roads to find out about the State Government roadside vending policy.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Definition of terms


means the commercial supply of goods or services (including food, drink or both) but does not include the commercial supply of goods or services for a religious, charitable, educational or political purpose.



a state controlled road under the Transport Infrastructure Act 1994,
a mall,
a square,
court or other public place under the council's control that is declared under local law policies.

Eligibility requirements

Public liability insurance is required

The applicant is required to enclose a copy of their public liability insurance/certificate of currency. The Gold Coast City Council must be noted as an interested part on the policy. The sum insured is to be a minimum of $10,000,000.00. Please note: Until such time public liability insurance has been received, applications are unable to be processed.

You must provide proof of current Third Party Vehicle Insurance (minimum ten (10) million dollars).

The proposed location must be at least 5km (radius) from any business providing the same or similar product.


This is an annual permit for the period 1st September to 31st August.
