You will need this licence if you intend to carry out high risk work. There are different classes of high risk work, including:

You may apply for a licence to carry out one or more classes of high risk work.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

To be eligible, you must:

be 18 or older
hold the relevant qualification for the class of high risk work you intend to undertake
provide evidence of your identity, a copy of your certification to undertake high risk work and any other information or documentation required by the Agency
be able to use English at a level that enables the safe performance of high risk work.
