You will require this registration if you intend to operate a regular passenger transport service, such as a school bus route. A regular passenger service is defined as one that:
- Carries fare-paying passengers in a large passenger vehicle (vehicle with 10 or more seats); and
- Operates at regular or substantially regular intervals according to a publicised route and timetable.
Regular passenger transport services do not include passenger services that form the whole or part of a tourist activity. The process of accreditation ensures that appropriate levels of service are provided, and that unreasonable competition on a route does not make the service unviable to the detriment of all operators and the public. Core services that are essential for the public's needs will normally be subsidised and operated under contract to the Commission.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.
To be eligible for this registration, you must:
- Provide the application form complete with route details;
- Provide proof of other vehicle and accreditation registration as appropriate;
- Hold appropriate current professional indemnity insurance; and
- Pay any required fees.
