You will require this licence if you intend to manufacture, use, possess or purchase narcotic substances for scientific purposes only. Generally, this licence would be applied for by the person in charge of a laboratory, who, for the purpose of research or instruction, requires narcotic substances.

The holder of this licence is required to keep records, as approved by the Agency, which describe in detail, all transactions involving the use of the narcotic substance.
