Only a non-profit welfare organisation may apply for approval as an adoption agency. A welfare organisation is an organisation that is formed for religious, charitable or welfare purposes, not for the purpose of trading or profit.
An approved adoption agency is authorised to organise adoption arrangements for Australian children only. Special approval is required to arrange international adoptions. International adoption is regulated by the Hague Convention.
A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.
To be eligible for this approval an agency will need to show proof that it:
- Has sufficient experience in the provision of child and family services;
- Employs principle officers who have professional qualifications, required experience in a relevant field and valid Working with Children Checks;
- Has a thorough understanding of Australian and international adoption legislation and the ability to abide by international agreements for adoptive practices; and
- Can satisfy any other requirements outlined in the authorising body's application procedure, such as security checks.
