You will require this licence if you intend to both manufacture and sell or supply by wholesale any poisons or controlled substances. Poisons and controlled substances may only be supplied to people or businesses who are licensed or authorised to receive them by wholesale. Please refer to the poison and controlled substance schedules for further information on the types of restrictions that can apply.
A separate licence is required if you intend to manufacture and supply heroin by wholesale.
A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.
To be eligible for this licence you must:
- nominate a Responsible Person
- maintain a Poisons Control Plan
- allow an inspection of premise
- submit all required documentation
- pay the prescribed fees.
It is an ongoing requirement of this approval that you abide by all industry legislation and codes of practice, and provide relevant records and information as required by the authority, including ongoing records that knowledge and expertise on drugs and poisons be maintained.
Poison control plans must be maintained. As a permit holder you will periodically be required to confirm compliance with the Poisons Control Plan and to submit for approval any proposed amendments to the Poisons Control Plan. You may also need to allow your premises to be inspected by the Agency.

You must submit your application by mail to the Agency accompanied by the required fee.
