You will require this approval if you intend to use or manufacture toilet fixtures or fittings that will have insufficient water to operate a flush of 3.5 litres or more at all times. The most common types of fixtures to fall into these categories are flushing cisterns and closet pans.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.
To be eligible for this approval you must:
- provide the Agency with full scale drawings and specifications relating to the type of pan or cistern in question
- pay the required fees
- if required by the Agency, provide a specimen or working model of the type of pan or cistern in respect of which the certificate is sought
- submit any required forms.

$0.20 per Flushing Cistern.
$0.20 per Closet Pan.
