Security Risk Substances Supply Licence - Western Australia

Service summary

You will require this licence if you intend to supply security risk substances (SRS), also known as security sensitive ammonium nitrate. A SRS is a substance that contains more that 45% ammonium nitrate, unless it is an explosive or an aqueous solution. This licence will authorise you to possess a SRS and provide it to others who are also authorised to possess it.

You are not required to hold this licence if you:

  • Supply SRS under an import / export, manufacture, storage or transport licence;
  • Work in commercial laboratories and use the SRS for legitimate analytical or research work and the total quantity involved is less than 3kg;
  • Work in an educational institution or government organisation and use the SRS for legitimate analytical, educational or research purposes and the quantity involved is less than 3kg.

Please note that the Agency recommends the use of an accredited dangerous goods consultant to prepare and submit your application.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility requirements

To be eligible for this licence you must:

  • Be at least 21 years of age;
  • Hold a current Dangerous Goods Security Card;
  • Demonstrate a satisfactory level of experience, knowledge and competency in the safe handling, storage and security of the SRS; and
  • Have made adequate arrangements for the safe and secure handling and storage of the SRS;
  • Submit the required form;
  • Pay the required fee.

If you are applying as a body corporate or partnership the application must include, in addition to documentation detailed above, the following:

  • Evidence that at least one individual who is concerned in the management of, or employed by the body or partnership, holds a current Dangerous Goods Security Card or mutually recognised security clearance, and is responsible for the safety and security of the security risk substances covered by the licence; and
  • Evidence of the existence of the body corporate or a partnership, including statutory declarations from all partners.
