Commercial Liquor Permit - Australian Capital Territory


You will require this permit if you intend to supply a limited amount of alcohol at an event on unlicensed premises. The purpose of this permit is to allow for the sale of alcohol at infrequent, irregular events. For example, if you are selling alcohol at a festival, whether for a single day or multiple consecutive days you will require this permit. However, if you are selling alcohol at the same event on non-consecutive days, or a number of different events, you may require two permits.

Factors that are considered when granting this permit include the:

  • Nature of the event;
  • Regularity;
  • Frequency;
  • Duration;
  • Location; and
  • Event parameters.

Separate licensing requirements may apply for the sale of alcohol on university premises.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility requirements

To be eligible for this permit you must:

  • Be a fit and proper person;
  • Have an understanding of the Liquor Act;
  • Have successfully completed an approved Responsible Service of Alcohol training course. This training is required every 3 years;
  • Comply with standards manual;
  • Submitted a risk assessment management plan; and
  • Pay any applicable fees.

Note, premises are inspected initially upon receiving your application and licence inspectors also complete a final inspection. You will also be required to attend a meeting to review your application and to demonstrate your knowledge of the Liquor Act.
