Liquor Licence - General (On / Off Premises) - Australian Capital Territory


You will require this licence if you intend to sell liquor both:

  • At a single licensed premise in open containers for consumption at the premises; and
  • In sealed containers for consumption off the premises (for example, a hotel with a bottle shop).

Liquor is a substance that can be ingested and contains more than 1.15 percent by volume of ethanol.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility requirements

To be eligible for this licence:

  • You must be a fit and proper person;
  • You must have an understanding of the Liquor Act;
  • You must successfully complete an approved Responsible Service of Alcohol training course. This training is required every 3 years;
  • The premises must be deemed to be fit and proper and will be inspected with application; and
  • The premises must be operated in a manner so not to cause undue disturbance to persons occupying premises in the neighbourhood.

You must provide with your application:

  • Plans of premises (two complete copies of approved plans must be provided);
  • A risk assessment management plan;
  • An executed memorandum of sub-leases or lease (a draft may be provided if sub-lease has not been signed);
  • Letter from the landlord stating no objection to the sale of liquor is required unless provision has been provided for in the sublease;
  • Statutory declaration in relation to any criminal charges, conviction or pecuniary penalties or undischarged bankruptcy;
  • Consent for Australian Federal Police check;
  • Certificate of incorporation;
  • Defined Influential Persons Form;
  • Proof of citizenship status;
  • Two character references;
  • Letter appointing authorised person; and
  • Evidence of Business Name Registration.

This licence is issued in perpetuity and is renewable on 30 November. Applications for licence renewals are sent to licensees approximately 4 to 6 weeks prior to renewal anniversary dated.


Licences expire on 30 November each year.
