Liquor Licence - Special - Australian Capital Territory


You will require this licence if you intend to serve or sell liquor between restricted times or outside conditions covered by a general liquor licence. Liquor is defined as a substance that can be ingested and contains more than 1.15 percent by volume of ethanol. Times, premises and places of alcohol sales are subject to conditions that are specified in the licence.

Your business must be conducted in a manner that will not cause undue disturbance to persons occupying premises in the neighbourhood.

Separate licensing requirements may apply for the sale of alcohol on university premises.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility requirements

To be eligible for this licence you must submit:

  • An application form;
  • A Business Name Registration certificate (a photocopy of receipt may be provided if certificate is not yet issued);
  • A plans of premises;
  • A risk assessment management plan;
  • An executed memorandum of sub-leases or lease (a draft may be provided if sub-lease has not been signed);
  • A letter from the landlord stating no objection to the sale of liquor is required unless provision has been provided for in the sublease;
  • A statutory declaration in relation to any criminal charges, conviction or pecuniary penalties; or undischarged bankruptcy;
  • Consent for Australian Federal Police check;
  • A certificate of Incorporation;
  • A defined Influential Persons Form;
  • A citizenship status;
  • Two character references; and
  • A letter appointing authorised person.

You will need to successfully complete an approved Responsible Service of Alcohol training course. This training is required every 3 years.

Renewal costs vary according to the occupancy loading and the times the club is licensed to operate. Minimum cost: $2695. Maximum cost: $18,885.

Lodgement process


Once approval is given a meeting is held with the Registrar and new applicants. Premises are inspected initially upon receiving application and a final inspection is completed by licence inspectors. After approval licensee pays fee and licence is issued.

Application process


You will also be required to lodge a police criminal history check when you submit your application.

Approval time

Approval given within 4 to 6 weeks of receiving complete application and supporting documents.
