Regulated Utility Service Operating Certificate - ACT - Australian Business Licence and Information Service

Description

You will need this certificate if you provide, or propose to provide, a regulated utility service, but do not need to be licensed under legislation. A regulated utility service includes:

small or medium scale electrical generation
the supply of electricity from an electricity network to premises
the supply of gas from a gas network to premises
owning, leasing or subleasing a registrable dam
the provision of a district energy service
operation of a light rail transport.

An unlicensed regulated utility must apply to the technical regulator for an operating certificate. An application must include information about the utility's:

capacity to ensure the safe, reliable and efficient delivery of regulated utility services
promotion of the long-term serviceability of regulated utility networks and regulated utility services
promotion of design integrity and functionality of regulated utility networks
capacity to ensure the safe and reliable operation and maintenance of regulated utility networks and regulated utility services to protect the following: the public, people working on regulated utility networks and regulated utility services, property near regulated utility networks and regulated utility services, and the environment.
