Unregistered Vehicle Permit - Australian Capital Territory


You may need this permit if you intend to drive an unregistered vehicle on a road. The purpose of this permit is to provide an alternative to registration when:

  • it is unreasonable or impracticable to require the vehicle to be registered during the period of the permit
  • the vehicle is being driven to obtain registration and registration is refused.

The permit allows you to use your unregistered vehicle on:

  • any roads or road related areas
  • stated roads or road related areas.

There are three types of permits available, these are:

  • restricted
  • day
  • unrestricted.

Restricted Unregistered Vehicle Permits (UVPs) are intended to allow vehicles to be moved from point A to point B. Point A must be in the ACT and point B must be in another State or Territory excluding Western Australia. The duration of these UVPs are relevant to the distance of travel required but must be less than 28 days. A 2 hour Restricted UVP may be issued for special events to vehicles not travelling interstate. Approval must be granted by the Manager of Operations for Road User Services.

Restricted permits require the vehicle to travel to the declared destination by the most direct route practical and expire when the vehicle reaches the declared destination even if the permit was issued for longer than it took to get to the destination.

Day permits are issued for up to twelve hours and expire at 7pm on the day they are issued. Day permits may only be used for a vehicle that is not leaving the ACT during this period. Unrestricted permits are valid for up to seven days within the ACT, this permit is only available to an ACT plated vehicle that has been:

  • unregistered for less than 12 months
  • inspected in the ACT
  • not declared dangerous.
