Approval of an Airport Major Development or Master Plan - Australian Government

You will be required to prepare and submit an airport Major Development and / or Master Plan if you intend to or are operating a leased Australian Government owned airport. The Master Plan is a 20-year strategic vision for the airport site, which is renewed every five years. The Master Plan includes future land uses, types of permitted development, and noise and environmental impacts.

A Major Development Plan is required for each major development you intend to undertake at the leased airport, such as constructions of new buildings and runways.

Service type

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility requirements

In developing your Master Plan or Major Development Plan, you must publish Preliminary Draft Plans and invite public comment.

Following the public consultation, you must then submit the Draft Plan for approval.

For a plan to be approved, it must:

  • meet present and future requirements of civil aviation users of the airport, and other users of the airport, for services and facilities relating to the airport concerned
  • not have an adverse effect on the use of the land surrounding the airport
