Approval of an Aviation Security Identification Card (ASIC) Program - Australian Government

Description

You will require this approval if you are an aviation industry participant or Commonwealth agency who intends to issue Aviation Security Identification Cards (ASICs) and visitor identification cards (VICs).

ASICs are required to be held by staff at certain airports servicing passenger and freight aircraft.

An ASIC program is compulsory, and sets out procedures related to the issue, production, destruction and security of ASICs and associated records information.

An aviation industry participant means:

  • an airport operator
  • an aircraft operator
  • a regulated air cargo agent
  • an accredited air cargo agent.

Eligibility requirements

If you are the operator of a security controlled airport, you must satisfy the Agency that:

  • your proposed ASIC program is adequate to give effect to the program purposes
  • authorising you as an issuing body would not be likely to be a threat to aviation security.

If you are not the operator of a security controlled airport, you must:

  • be the operator of a prescribed air service, or another person that may be suitable
  • control a secure area, or reasonably need ongoing access to such an area
  • satisfy the Agency that the ASICs you propose to issue cannot more appropriately be issued by the operator of a security controlled airport
  • satisfy the Agency that your proposed ASIC program is adequate to give effect to the program purposes
  • satisfy the Agency that authorising you as an issuing body would not be likely to be a threat to aviation security.
