You will need to apply to become a certified telco if you intend to register sender IDs and send sender ID messages on behalf of organisations that don't have an Australian Business Number (ABN).
Certified telcos are required to verify the identity and legitimacy of the organisation they are registering sender IDs for.
A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.
To become a certified telco, you must first be approved as a participating telco.
