Extinguishing Agent Trading Authorisation - Australian Government

Description

You will require this authorisation if you intend to buy, sell, store or dispose of an extinguishing agent. These agents include ozone depleting and synthetic greenhouse depleting gases that are used in fire protection. This authorisation is a business level permit that can be used by technicians to acquire the extinguishing agent required for a particular task.

A trading authorisation is required to undertake the following activities:

  • buy, sell or possess extinguishing agents in bulk
  • fill or recover extinguishing agent.

A trading authorisation is not required by a purchaser of fire protection extinguishers or system cylinders already charged with an extinguishing agent listed in the Act. Please note that this authorisation does not permit a person to acquire, store or dispose of halon.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Exemptions

The Agency may be able to grant a Special EAHL or special circumstances which would allow a person to carry out work at a specified kind of place and / or on specified fire protection equipment. Please note that there must be special circumstances to justify the granting of this exemption.

Eligibility requirements

To be eligible to receive this authorisation you must:

  • have appropriate equipment to be able to handle and prevent avoidable emissions
  • provide details of relevant training and experience
  • supply the name of employer if applicable
  • ensure that only people with the appropriate licence actually handle the extinguishing agent
  • provide a risk management plan with your application.

Ongoing eligibility requirements

Ongoing eligibility requirements include:

  • keeping up to date records, showing the amounts of extinguishing agent acquired, disposed of and recovered from equipment
  • having equipment that is adequate for the licence holder's activities
  • checking extinguishing agent containers for leaks.
