Hazardous Waste Permit - Australian Government

Description

You may need this permit if you intend to export, import or transit hazardous waste through a different country on the way to its final destination. You will also be required to comply with the Basel Convention if you intend to apply for a permit to export hazardous waste.

The Basel Convention is an international treaty to which Australia is a signatory. Under the Convention, Australia has a responsibility to ensure that hazardous wastes are managed in an environmentally sound manner - including an obligation to control and reduce international movements of hazardous waste.

A permit will not be granted unless the hazardous waste will be disposed by a method that is within the scope of Section A of Annex IV to the Basel Convention.

Hazardous wastes are prescribed in the Basel Convention and generally have characteristics such as being:

  • flammable
  • explosive
  • poisonous
  • toxic
  • exotoxic
  • infectious.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility requirements

An applicant must have:

  • appropriate insurance
  • evidence of financial viability
  • in the case of all export permits, a written contract or chain of contracts, covering all movements, starting with the notifier and terminating at the disposal facility
  • in the case of all Basel export permits, detailed evidence that the waste will be managed in an environmentally sound manner.

Please note that permits are only issued to persons within Australian jurisdiction.

Approval time

If you are applying to export or import waste to or from an OECD country, the Department has 40 days in which to process your application. If you are applying to export or import waste to or from a country that is a party to the Basel Convention, the Department has 60 days in which to process your application.
