Remotely Piloted Aircraft Operator's Certificate - Australian Government


You may need this licence if you intend to operate a Remotely Piloted Aircraft (RPA) for commercial, government or research purposes. Commercial purposes are any purpose that is not recreational or sporting. For example, RPA used for recreational or sporting purposes may include model aircraft, remote controlled aeroplanes and helicopters, rockets, kites and some drones.

You will not need this licence if you intend to operate a very small RPA weighing less than 2kg for commercial purposes. Instead, you will need to notify the Civil Aviation Safety Authority (CASA) at least five days before the first commercial flight.

You may not need this licence if you are a private landowner and intend to carryout commercial-like operations on your land with a small RPA weighing less than 25kg and where none of the parties involved receive remuneration.

If you intend to operate an RPA that weighs more than 25kg you will need a Remote Pilot Licence (RePL). You must comply with the standard operating conditions regardless of the purpose or type of RPA operated.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility requirements

To receive this licence you will need to:

  • obtain a Remote Pilot Licence (RePL)
  • complete an Application for Unmanned Aerial Vehicles (UAV) Operator's Certificate (OC)
  • complete and submit supporting documentation including your Remotely Piloted Aircraft Systems RPAS operations manual and RPAS operations Library
  • be assessed and interviewed by a CASA inspector.


Upon certification, RPA Operators Certificates (ReOC) are valid for an initial twelve months, requiring the operator to renew after one year of operating. Upon renewal, ReOCs are then valid for three years.
