If you are a telecommunications carrier service provider you must register with this scheme. Telecommunications carrier service providers provide the following services:

  • standard telephone services, where any of the customers are residential or small business customers
  • public mobile telecommunications services
  • carriage services that enables an end user to access the Internet.

Carriage service intermediaries who arrange for the supply of these services qualify as eligible carriage service providers.
