Road Occupancy Licence - Non Developmental and Special Events - New South Wales

Description

You will need this licence if you intend to conduct an activity or special event on a state road that may affect the operational flow of the road network and may require closure of traffic lanes. This does not include modifications to road assets.

Examples of relevant activities include:

  • building construction
  • oversize vehicle movements
  • landscaping or maintenance that may impact traffic flow
  • use of cranes
  • utility maintenance (such as gas, water, communications, and electricity).

Examples of special events include:

  • parades
  • marches
  • sporting events such as car rallies, large bike rides
  • fun-runs and marathons.

Filming may also be considered a special event. Please note that special events require multiple agency involvement and special traffic management arrangements.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility requirements

To be eligible for this licence you must:

  • hold adequate Public Liability Insurance policy
  • provide any other details (such as plans) that may be required
  • undertake a risk assessment of the activities described in the road occupancy application
  • submit the required online application through the Online Planned Incident System (OPLINC).

Traffic Management Plans must be prepared by a person in possession of a current Select / Modify Traffic Plans qualification or higher. Please note that a filming application has additional requirements.

Duration

For the duration of the event preparation and activities. If activities cannot go ahead at the times approved on a licence, because of weather or other unforeseen circumstances, you may reapply for an extension.
