Approval to Conduct Responsible Service of Alcohol (RSA) Training Courses - New South Wales


You will require this approval if you are a registered training organisation and intend to conduct training courses with respect to the responsible service of alcohol (RSA).

Please be aware that if you intend to provide the RSA training online, you will require a separate approval. You can only currently apply for this approval if you are an industry association, the TAFE commission or a provider nominated by an industry association.

RSA courses focus on:

  • harm minimisation
  • the importance of understanding the obligations under the law to serve alcohol responsibly
  • the types of strategies that can be used to help make sure that customers drink responsibly
  • that minors do not have access to alcohol.

Anyone working (or planning to work) in a venue that sells, serves or supplies alcohol needs to obtain an RSA certificate.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility requirements

To obtain approval as an RSA training provider, you must meet all the conditions outlined in the regulation. You will also need to provide your Australian Skills Quality Authority (ASQA) number. Please refer to the attached documents for more information.

Each trainer delivering the course must:

  • hold a Certificate IV in Training and Assessment or have another qualification that is considered to be equivalent
  • have at least 3 years' experience as the holder of a managerial or supervisory position in a hotel or registered club.

In the case of an approval to deliver the course online for a provider nominated by an industry association, the application must be accompanied by written confirmation of that nomination. This must include an explanation of the relationship between the industry association and the provider.



Approvals lapse on 30 June each year.
