Licence to Carry Out High Risk Work - New South Wales


You will require this licence if you intend to carry out high risk work. There are different classes of high risk work. The type of high risk work that may require this licence includes:

  • scaffolding work
  • dogging and rigging work
  • crane and hoist operation
  • reach stackers
  • forklift operation
  • pressure equipment operation.

Please be aware that you may apply for a licence to carry out one or more classes of high risk work.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.


You may apply for an exemption from this licensing requirement if you believe you have sufficient cause. An exemption may be granted on the Regulator's own initiative or on the written application of the applicant.

A licence is not required to carry out high risk work in the course of training towards a certification, or high risk work under the supervision of a person who is licensed to carry out the high risk work. Other exceptions apply.

Eligibility requirements

To be eligible for this licence you must:

  • be at least 18 years old
  • hold the relevant qualification for the class of high risk work you intend to undertake
  • provide evidence of your identity, a copy of your certification to undertake high risk work and any other information or documentation required by the Agency
  • be able to use English at a level that enables the safe performance of high risk work.

Application process

Approval time

If the Regulator does not make a decision within 120 days of receiving an application for a licence or on receiving additional information, then it is taken that the application is not granted.
