On-Premises Licence - New South Wales


You will need this licence if you intend to sell alcohol for consumption on your premises, in addition to another product or service such as food or accommodation. The sale of alcohol must not be the primary purpose of your business activity. You can apply for a Primary Service Authorisation that allows you to offer liquor without it needing to be served with a meal.

This licence applies to a variety of activities, including (but not limited to):

  • restaurants and cafes
  • accommodation premises (e.g. motel, bed and breakfast)
  • nightclubs
  • live music, arts and cultural events venues
  • catering services
  • cinemas, theatres and art galleries
  • hairdressers and beauticians
  • tourist facilities
  • sporting facilities.

This licence is not available where the primary business or activity carried out on your premises is the provision of entertainment by way of amusement machine, pool tables, poker gaming or jukeboxes.

Eligibility requirements

To be eligible for this licence, you must:

  • be at least 18 years old
  • be a fit and proper person
  • ensure your premises and facilities meet prescribed standards and requirements
  • provide a copy of the local council's development consent or approval for the premises (if required and approved)
  • undergo a police check and provide the certificate (if you are applying as an individual)
  • provide a community impact statement (CIS) if you are applying to operate a public entertainment venue
  • provide a copy of your Responsibly Service of Alcohol (RSA) certificate or competency card (if you are applying as an individual).

You will need to prepare a cumulative impact assessment if your premises are located within the Kings Cross or Sydney CBD Entertainment precincts.

All staff of the licensed premises must attend any required training for the purposes of the licence as specified by the Authority, including a responsible service of alcohol (RSA) course by a registered training organisation.


Remains in force until surrendered or cancelled.
