Natural Gas Reticulator's Authorisation - New South Wales

Description

You will require authorisation if you intend to operate a distribution pipeline for the purposes of conveying natural gas to other entities in New South Wales. A distribution pipeline refers to the gas pipes and associated equipment that are used to convey and control the conveyance of natural gas to the premises of customers. A distribution pipeline does not include:

  • certain pipelines that are licensed under a different Act
  • any gas installation
  • any pipe or associated equipment that is wholly situated on land owned by the person who owns or controls the gas pipe or equipment
  • any gas or associated equipment that the regulations declare are not a part of a distribution pipeline.

Your authorisation may be subject to further conditions.

  • be considered fit and proper to hold an authorisation
  • have sufficient financial capacity
  • have sufficient technical and operational capacity.

Ongoing eligibility requirements

As an authorisation holder, you must provide periodic exception based reports that demonstrate your compliance with the authorisation conditions. 

You also may need to undergo compliance audits conducted by the Tribunal to ensure ongoing compliance with all the authorisation conditions.

Remains in force until cancelled.

Application process

When the Tribunal receives an application, it will undertake a public consultation process, assess the application and make a recommendation to the Minister to either grant or refuse the licence. The Minister will then make the final decision.

Approval time

Most applications take between three and six months to be processed.
