Registration of a Plant Design - New South Wales


If you are a person conducting a business or undertaking that designs an item or plant or a person with management or control of an item of plant, you may need to register your plant design. Plant includes:

  • any machinery, equipment, appliance, container, implement and tool
  • any component of those things
  • anything fitted or connected to any of those things.

Manufacturers, importers, and suppliers of plant are prohibited from supplying plant unless the design of that plant is registered. Registration may not be required if the plant design is registered in another state.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.


Plant design that does not require registration includes:

  • a heritage boiler
  • a crane or hoist that is manually powered
  • an elevating work platform that is a scissor list or vertically moving platform
  • a tow truck.

Eligibility requirements

To be eligible for this registration you must:

  • provide a signed statement that you have complied with your obligations, and specify the published technical standards and engineering principles used in the design
  • provide representation drawings of the design
  • provide a statement from a design verifier
  • provide a declaration that you do not hold an equivalent registration under a corresponding work health and safety law
  • provide any other information required by the Agency.

  • certain amusement devices
  • building maintenance units
  • concrete placing booms
  • prefabricated scaffolding
  • mast climbing work platforms
  • work boxes suspended from cranes
  • boom type elevating work platforms
  • lifts, escalators and moving walkways
  • mobile cranes with a rated capacity of greater than 10 tonnes
  • tower crane including self-erecting town cranes
  • boilers and pressure vessels with a hazard level of A, B, C or D
  • hoists with platform movement of more than 2.4 metres designed to lift people
  • passenger ropeways
  • gantry cranes.
