You will need to apply for a Timor Reef fishery licence if you intend to commercially fish for demersal or bottom-dwelling fish in the Timor Reef area in the Northern Territory. There are 15 licences currently issued for the area. You can buy a new licence, but licences cannot be bought or sold.
This licence is quota based, and proof of purchase of quota is required before this licence can be issued. This licence is non-transferable, but the quota is transferable. Commercial fishers can buy, sell and lease individual transferable quota.
