Approval for commercial filming / photography - Redland City Council - Queensland

Description

You may need an approval, permit or booking if you intend to undertake commercial filming or photography on council land including these activities:

  • use of public areas (for example, parks, beaches, pontoons, jetties, roadways, car parks and footpaths)
  • vehicle access to a public area such as a park or reserve
  • use of a conservation area
  • take off and landing of a drone
  • could impact traffic
  • involves longer-term use of a Council-managed area.

Your local council is required to monitor the standards of film production on council property. They may inspect the set before, during and after film production depending on the type of activity being conducted and its level of compliance.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility requirements

You must take out public liability insurance to a minimum value of $20 million and name your council or local authority as an interested party. A copy of this document must be submitted before your application is approved.

Depending on the complexity of the shoot, a site plan may be required for each intended film location showing the following:

  • filming and private vehicle parking arrangements and film set locations including site boundaries and outlines of buildings
  • location of any facilities provided on set including toilets, catering vans and refuse bins
  • location, size, and details of any temporary structures on set, including marquees
  • location of fixed equipment
  • the access and exit points of the site, including emergency access
  • details of any surrounding infrastructure including roads, bus zones, trees, fire hydrants, transformers, telephone booths, mail boxes, bus seats, shelters, and rubbish bins
  • the distance of the nearest residential premises.

You must also notify any residents or businesses that may be affected by filming activities.

  • provide a site map for each location
  • provide a certificate of currency for public liability insurance
  • provide a resident / business notification letter if applicable
  • provide a safe work method statement / risk assessment if applicable
  • outline the budget for production
  • complete the approved application form
  • pay the prescribed fee.
