Changes to the blue card system - Queensland

Description

The blue card system is Queensland's Working with Children Check.

From 1 July 2025, a range of changes to the blue card system were phased in. The types of child-related work or services for which a person is required to hold a blue card has been extended to include the following industry sectors:

  • entertainment, beauty and photography
  • educational services conducted inside a school
  • justice and detention services
  • amusement parks and arcades
  • legal professionals.

Changes have also been introduced to the following existing categories:

  • child accommodation services and overnight camps
  • churches, clubs or associations
  • gyms and play facilities
  • schools - employees other than teachers.

There are also new exemptions from the need to hold a blue card, including:

  • interstate and overseas emergency services workers providing temporary emergency response services during disasters
  • parents volunteering for an activity their child participates in (with some exceptions).

Additionally, administrative and compliance enhancements have been applied, such as new self-disclosure requirements and a simplified decision-making framework. You can register for a series of webinars that explain the blue card system in plain language here.
