You can apply for this accreditation if you frequently move goods (plants, fruit or vegetables) interstate or between quarantine zones and require a PHAC.
A PHAC is a cost-effective and convenient alternative to the traditional public health certificate (PHC) issued by a government inspector. The interstate certification assurance (ICA) scheme is a national scheme which enables your business to be accredited by a plant quarantine authority to issue plant health assurance certificates for your produce.
Once your business is accredited, you assume responsibility for specified treatments, inspections or other processes, and can issue plant health assurance certificates for your own produce.
