Manufacturing licence - poisons - Queensland


You will need this licence if you intend to manufacture, buy, possess, supply primarily by wholesale, and dispose of, waste from the final manufactured product and related substances. This includes schedule 2, 3, 4, 7, or 8 hazardous poisons.

The holder of a manufacturing licence who operates from multiple sites may request one licence covering all sites, rather than having separate licences for each site. The licence fee will be calculated based on the number of sites under the licence.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility requirements

To be eligible for this licence, you must:

  • ensure that adequate physical or electronic security measures are implemented while storing high-risk poisons
  • have a Substance Management Plan (SMP) which identifies and addresses the risks associated with manufacturing the regulated poisons
  • demonstrate the manufacturing will be undertaken in the supervision of a supervisor who holds the requisite qualifications identified by the department.


This licence remains in effect for 12 months from the day it is granted. A renewal notice will be issued to you annually.
