Mineral development licence (offshore) - Queensland

Description

You will need this licence if you intend to evaluate the development potential of a defined resource within Queensland's offshore area. Queensland's offshore area extends three nautical miles out from the coastal baseline. To undertake activities beyond this area, you will need to apply for a Commonwealth licence.

This licence allows you to conduct geoscientific programs (e.g. drilling, seismic surveys), mining feasibility studies, metallurgical testing and marketing and environmental engineering and design studies.

Eligibility requirements

To be eligible for this licence, you must:

  • hold an exploration licence for the area you intend to evaluate
  • apply for a group with a discrete area made up of no more than 20 blocks
  • give reasons why you intend to apply for a development licence rather than a lease
  • have adequate financial resources
  • hold the relevant technical qualifications.

You must submit your application to the agency together with supporting documents outlining the details of:

  • the reasons that the applicant is applying for a mineral development licence rather than a mining lease
  • the mineral deposit that the applicant has identified and evaluated and that the applicant believes is commercially viable in the longer term
  • the applicant's assessment of the present and potential commercial viability of the mineral deposit
  • the overall work program that the applicant has already carried out under the exploration permit on the sub-blocks covered by the application
  • the amount of money that the applicant has already spent under the exploration permit on and in connection with the sub-blocks covered by the application
  • the activities that the applicant intends to carry out on the sub-blocks covered by the application
  • the amount of money that the applicant intends to spend on and in connection with those activities
  • the technical qualifications of the applicant and of the applicant's employees who are likely to be involved in activities authorised by the tenure
  • the technical advice available to the applicant
  • the financial resources available to the applicant.
