Plumbing and drainage inspection or final inspection certificate - Queensland

Description

You will need to obtain an inspection certificate or a final inspection certificate when you are undertaking work under a plumbing and drainage permit.

An inspection certificate certifies that the work carried out so far complies with the code requirements. Depending on when the inspection is carried out, it may also state that some or all of the work is compliant, operational and fit for use. Plumbing and drainage work must be inspected either:

  • before being covered
  • no more than five days after a stage has been reached.

A final inspection certificate confirms that the work carried out is compliant, operational and fit for use. This certificate:

  • can be issued when either all work under a permit or a distinct part of the work is complete
  • is given to the responsible person for the work and copies are provided to the permit holder and owner.

If a final inspection certificate is given for part of the work authorised under a permit, a later final inspection certificate will be needed for the remainder of the work.

If the council or local authority decides to not issue an inspection or final inspection certificate, you will receive an information notice that states the reasons for the decision and how you can appeal the decision.

The plumbing and drainage work cannot be used until an inspection certificate or final inspection certificate has been issued stating that the work is compliant, operational and fit for use.

Eligibility requirements

To be eligible for an inspection certificate, you need to have:

  • a permit issued by the council or local authority for the related work
  • either had the plumbing and drainage work inspected by the council or local authority, or provided an alternative declaration or report that states the work is complaint, operational and fit for use.

Additionally, to be eligible for a final inspection certificate, you need to have completed the plumbing and drainage work.

You need to be licensed to carry out plumbing and drainage work.

You will need to make a written request to the council or local authority to receive an inspection certificate.

The council or local authority cannot issue a final inspection certificate if you have received an action notice relating to the work or part of the work, and you:

  • have not complied with the action notice
  • have appealed the action notice and the appeal has not ended
  • need to amend your permit.
