A Distribution Authority is required in order to supply electricity (wires/not retail) using a supply network in Queensland.

What are the prerequisites to obtaining this authority?

Various information must be submitted to the Regulator to satisfy (the Regulator) that you, as the applicant, are a suitable person/company to hold a Distribution Authority, as well as information about the supply network.


For the term specified in the Distribution Authority, depending on nominal life of supply network.

A Distribution Authority can be transferred.

Transfer of a Distribution Authority requires approval by the Regulator.

A Distribution Authority can be transferred by submitting an application in writing (there is no prescribed form) giving details of the proposed transfer and the proposed transferee to the Regulator (Director-General, Department of Energy and Water Supply) at the address given in this summary sheet.  Information on transfer fees can be obtained in S201A: Application for transfer of the Electricity Act 1994 and Schedule 7: Fees payable to regulator of the Electricity Regulation 2006.

What is required after applying but before transfer is granted?

The Regulator must be satisfied that the proposed transferee is suitable to hold the Distribution Authority.

Additional Information

A Distribution Authority will be subject to conditions, the breach of which may result in cancellation of the authority or other disciplinary action.

The process will take a minimum of 3 months - much longer in some circumstances. Contact the department for timeframes if required.
