Horse drawn vehicles or pedicab permit - Queensland

Description

You will need this permit to operate a horse drawn vehicle or pedicab which carries passengers on council-controlled roads.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility requirements

You must hold a public liability insurance policy noting the council's interests as an insured party. The sum insured is to be a minimum of $10 million. Evidence of your insurance is to be provided with the application.

You may also be required to provide a veterinary certificate stating the animal's details, condition and fitness.

Your local council may look at the following assessment criteria when determining the grant of a permit:

  • the horse drawn vehicle or pedicab is maintained to a clean and safe condition
  • the driving or using of the horse drawn vehicle or pedicab will not have an adverse impact upon the efficient operation of nearby commercial premises
  • the person driving or using the horse drawn vehicle or pedicab must hold a current Australian drivers licence and has not previously been the holder of a permit which has previously been cancelled.

Conditions ordinarily imposed on this permit may include:

  • the vehicle must be kept in a condition which is clean, safe and fit for the conveyance of passengers
  • the horses must be fit and kept in good condition
  • the person driving the vehicle must be in a clean and presentable condition
  • the operation of the activity must not be conducted outside the hours of 6.00pm to 6.00am the following day
  • a pick-up and set-down area must be kept in a condition which is clean and tidy
  • the driver of the vehicle must ensure that appropriate measures are taken to prevent manure dropping onto a road, remove any manure that drops onto a road, and ensure that no overloading of the vehicle occurs
  • the name, address and telephone number of the holder of the permit must be prominently and permanently displayed on both sides of the vehicle or pedicab
  • the permit number issued by the council, the council issuing the permit and details of the activity must be prominently and permanently displayed on the rear of the vehicle to enable it to be viewed by members of the public.

A statement is to be provided by the owner that the vehicle complies with the provisions of state regulation.

You may also be required to provide:

  • details of the vehicle, including type and specifications
  • a statement by the owner of the vehicle that the vehicle complies with the Act
  • details of the horses to be used including the condition and fitness of the horses, veterinary certificates and the address where the horses are to be stabled
  • details of the route to be used, including the primary location for the pick-up and set-down of passengers
  • the hours of operation of the activity, including a proposed timetable
  • the name, address and telephone number of the persons who will be driving the vehicles, including details of their experience in operating such vehicles.
