Licence to use explosives - Security Sensitive Ammonium Nitrate (SSAN) - Queensland

Description

A licence to use security-sensitive ammonium nitrate (SSAN) in Queensland is required for you to use, store and transport SSAN for agricultural purposes, production processes and laboratories.

Eligibility Requirements


Individual applicant:

For a new applicant

  • provide payment of the Security Assessment Fee
  • provide payment of the regulatory licence fee
  • have attained at least 18 years of age
  • be able to read and understand the English language to the satisfaction of the Chief Inspector
  • provide a detailed Security Plan as outlined in the Ammonium Nitrate Guidance Note No 3 Agricultural Use
  • the Local Council may have related requirements which must be met

Or:

Corporation - Registered Company or Co-operative Society:

  • provide a certified copy of the original Certificate of Incorporation issued by the Australian Securities and Investment Commission (ASIC) under the Corporations Act 2001
  • a registered company must provide a certified copy of an extract issued by ASIC which lists all current office holder(s) (except for publicly listed companies or government agencies)
  • provide a completed security assessment form together with required items outlined on Page 3 of the form for each of the listed office Holders
  • provide payment of the Security Assessment Fee (SAFE) for each security assessment application form lodged with the licence application. A security assessment application is required to be submitted for each current director, owner or part owner etc of the registered company.
  • provide payment of the regulatory licence fee
  • provide a detailed Security Plan as outlined in Ammonium Nitrate Guidance Note No 3 Agricultural Use
  • the Local Council may have related requirements which must be met.

Or

Corporation - Co-operative Trading Society, Association or Club:

  • provide a certified copy of the annual return of the Association or Club or Co Operative Society which lists the current office bearers or a listing of current office bearers of the Association or Club or Co Operative Trading Society or any other official documentation to support the legislative requirement
  • provide a completed security assessment form together with required items outlined on Page 3 of the form for each of the listed office holders
  • provide payment of the Security Assessment Fee(SAFE) for each security assessment application form lodged with the licence application. A security assessment application is required to be submitted for each current office bearer of the Association or Club or Co Operative Society.
  • provide payment of the regulatory licence fee
  • provide a detailed Security Plan as outlined in Ammonium Nitrate Guidance Note No 3 Agricultural Use
  • the Local Council may have related requirements which must be met.

This licence may be applied for by a person (person is defined as an individual or corporation (public company, private company, club, association, government agency or partnership)). Prior to completing the application, the applicant must decide whether to apply as an individual or a corporation. If an individual is a person having an interest in a corporation and the corporation is the separate legal entity responsible for the intended explosives operations and activities, the individual must apply using the corporate licence application form. An individual who does not have an interest in a corporation would apply using the individual licence application form.

Duration

This licence remains in effect for 1 year or 5 years after date of issue.

Fees

For a Corporate applicant, a security assessment fee is applicable for every director, owner, part owner or office bearer.

Note: additional security fees will apply for new individual applicants including owners, directors, office bearers or any person having an interest in a corporation.

Additional Information

Licence to Use SSAN (Corporation) - Security Assessment Application Form is required for each Director, Owner, Office Bearer as recorded on the ASIC or Office of Fair Trading register for an Association or Registered Company.

There is now a mutual recognition licence available for licence to use applications. This is only valid for a maximum on 12 months.
