On-course wagering permit - Queensland


In Queensland, licensed race clubs may apply to the Office of Liquor and Gaming Regulation to conduct a totalisator at a racecourse under the authority of an on-course wagering permit, where an agency agreement cannot be entered into with a licensed operator.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility requirements

Must Have

The application is accompanied (where applicable) by:

  • The club's last 3 years audited financial statements
  • The club's constitution
  • copy of certificate of incorporation
  • details of the club's totalisator control system
  • copy of the letter of refusal from Tattsbet Limited to enter into an agency agreement with the club.


An on-course wagering permit remains in effect for the term stated on the permit, or for the term necessary and reasonable to enable the permit holder to undertake and complete the permit holder's operations under the permit for a stated meeting or meetings.

You must submit the following to the Office of Liquor and Gaming Regulation (OLGR):

  • Form 5: Application for an on-course wagering permit
  • required attachments.


This licence cannot be transferred.
