Security Licence (Organisation) - Queensland

Description

You require this licence for the following circumstances:

To have possession of any category C, E or H weapon.

This licence permits a security guard within, or employed by, the organisation to possess a weapon or weapons whilst performing the duties of a Security Guard.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility Requirements


As the applicant you must:

  • be at least 18 years of age;
  • have adequate knowledge of safety practices relating to the use and maintenance of weapons for the category of weapons applied for by completing a course approved for security guard licensing, namely, specified units of competence from the Property Services Training Package CPP07;
  • not be disqualified by the Weapons Act from holding a licence;
  • be a fit and proper person with specific reference to mental state, misuse of drugs and/or firearms, offences involving violence or threatened violence, and not be subject to an order under the Domestic Violence Act 1989;
  • ensure your business premises and all storage and display facilities comply with the minimum safety standards as prescribed Section 50 within the Weapons Regulations 1996;
  • hold a registered business name;
  • obtain local council authority for the premises;
  • have sufficient contracts requiring an armed escort to warrant the issue of a Weapons Act licence;
  • have a list of all your contracted clients, with contact numbers, setting out the type of security duties required in respect of each client;
  • have a procedure to be put in place should you be unable to meet the contractual duties due to illness or injury;
  • have written confirmation that these arrangements are agreed to by the contracted clients;
  • ensure particulars relating to how you plan to meet storage requirements of the Act are included.

You must ensure the registered business name of the business is included in the application.

Where you are wishing to apply for a licence for business security, the following information is required:

  1. The certificate of business name or company name, with an ASIC extract showing office holders.
  2. Details of any other person holding a Weapons Act licence in respect of the business.
  3. A description of business activities warranting the use of a firearm for security.
  4. Verification that you hold large sums of money (cash) or valuables for the purpose of carrying on the business.
  5. Full details of security measures utilized to safeguard business property, i.e. alarms, security bars, grilles, safes, vaults, use of security services, etc.
  6. Details of banking facilities utilities and the frequency of banking.
  7. Details of why alternate security or business practices cannot be utilized.
  8. What security procedures will be taken should you be required to travel.
  9. Details of the Security Firm licence you were issued by the Office of Fair Trading.
  10. 0. A copy of the Standard operating procedures for the business.

Duration

This licence remains in effect for one year. You can apply to renew the licence up to 60 days prior to the expiry date.

Transfer

You can transfer this licence.

In the case where you sell the business, the licence may be transferred to the new proprietor if they are a fit and proper person and comply with the appropriate Section of the Act.

The purchaser must be a person to whom the licence would have been issued. They must submit all the information required for the original application.

You can transfer this licence by submitting a completed Form 4C - Change of Business Particulars, a completed Application for a Licence, Firearms List, Proof of Identity Declaration, and Annexure - Occupational Security, at a Queensland police station.

You must also submit all other required information as detailed.

If an authorised officer approves the transfer, the purchaser is taken to be the holder of the licence from the time the sale is finalised until the licence is formally transferred or a fresh licence is issued in the purchaser's name (for the balance of the original licence's term).
