You will need this approval if you intend to use a gaming machine system, which includes:

an account based cashless gaming system
an automated risk monitoring system
a cashless gaming system, including a ticket system
any other system or equipment to be used with a gaming machine to enable the gaming machine to comply with the legislation.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.
