You must have a licence before you can advertise or begin an instant lottery. Instant lotteries use instant scratch or 'break-open' tickets where the number, letter or symbol is hidden and winnings are redeemable by lottery participants immediately after purchase of the ticket. At least 20% of the gross proceeds of an instant lottery, as well as all net proceeds, must be used for an approved purpose. An approved purpose includes:
- a religious, educational, charitable or benevolent purpose
- the purpose of promoting or encouraging literature, science or the arts
- the purpose of providing medical treatment or attention, or promoting the interests of persons who have a particular physical, mental or intellectual disability
- the purpose of establishing, carrying on or improving a community centre, or promoting the interests of a local community or a particular section of a local community
- the purpose of sport, recreation or amusement
- the purpose of promoting animal welfare
- the purpose of conserving resources or preserving any part of the environmental, historical or cultural heritage of the State; (h) the purpose of promoting the interests of students or staff of an educational institution
- a political purpose
- the purpose of promoting the common interests of persons who are engaged in, or interested in, a particular business, trade or industry.
Instant lottery tickets must not be sold to anyone under 18 years old and must be bought from an approved supplier. Each series of instant lottery tickets must include a unique serial number and have an equal chance of winning.
Instant lottery tickets must be manufactured, packaged and stored so that numbers, letters or symbols can't be detected before a ticket is bought.
