Packaged Liquor Sales Licence - South Australia


You will need this licence if you intend to sell packaged liquor for takeaway from a liquor retail premises or through direct sales transactions. Direct sales transactions include online and mail orders.

You will be entitled under this licence to sell or supply liquor for sampling on the licensed premises. The licensed premises must only conduct business specified by the licence and must be physically separate from other commercial premises, unless authorised by way of exemption from this requirement.

You may sell liquor for takeaway on any day between hours specified by you on application and subject to the conditions of your licence. These hours must not exceed 13 hours between 08:00 am and 10:00 pm on any day.

You may apply for a restricted licence that only allows you to sell packaged liquor through direct sales transactions, or you may apply for an unrestricted licence that allows you to sell packaged liquor through direct sales transactions and for takeaway from a liquor retail premises.

You will not be entitled under this licence to sell packaged liquor from a drive-through bottle shop.

Application process


If you are applying for a licence as a:

  • a partnership, you will need to provide a copy of the partnership agreement
  • a company, you will need an Australian Securities and Investments Commission extract
  • a trustee of a trust, you will need a copy of the relevant trust deed.

Lodgement process


You will need to supply the following documents if you intend to apply for a non-restricted licence:

  • a community impact submission demonstrating the grant of the licence is in the interest of the community
  • two floor plans of the premises
  • a copy of the lease agreement, landlord permission, or certificate of title
  • the relevant documentation if you are applying as a partnership, company, or trust.

Please lodge your completed application and supporting documents directly with the agency.

Additional information

You will not be granted licence for the following premises, or premises accessed directly through any of these, unless you can demonstrate there is a proper reason to do so:

  • premises used for food preparation and sale for immediate consumption away from the premises (e.g. restaurant)
  • a supermarket, convenience store or delicatessen
  • premises used for the sale of non-consumable goods
  • petrol stations
  • premises used primarily for the sale of tobacco or e-cigarette products
  • premises used for the sale of firearms or ammunition
  • premises involved in public conveyance (e.g. bus or boat).

You will need to have a responsible person supervising the premises at all times that the premises is open for trade. A responsible person is:

  • the licensee
  • a director of the licensee (where the licensee is a company)
  • a person approved by the Commissioner as a responsible person.
