You will need this permission to obstruct or alter a street or footpath. This includes:

erecting ladders, hoardings or scaffolding over a footpath or road
driving or parking vehicles on footpaths
unloading goods or placing articles on streets
undertaking activities that obstruct the footpath by pipes or tubes (for example, steam cleaning carpets).

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.
