A Retail Liquor Merchant's Licence authorises:
- the sale of liquor for consumption off the licensed premises during authorised trading hours; and
- the sale or supply of liquor by way of sample for consumption on the licensed premises on a part of the licensed premises approved for that purpose by the licensing authority.
The Licensing Authority must be satisfied that the proposed premises are suitable, have all the necessary planning and building approvals, applicants are suitable, that the granting of the licence will not cause any undue offence or annoyance to those who work, worship or reside in the locality, and that the licence category is suitable for the activity proposed. The licensing authority may refuse an application for a licence, but instead may grant a certificate of approval for the proposed premises.
