You will require this accreditation if you intend to operate a hire and drive passenger service. A hire and drive passenger service is a service where a vehicle is hired out, without a driver, for the carriage of passengers. This includes dual cab utilities and mobile homes.
Hire vehicles used to carry goods (such as single cab utilities, vans and trucks) are not passenger vehicles. If your business is solely hiring out these types of vehicles you are not required to hold a hire and drive passenger service operator accreditation.
Accreditation is a legal requirement and acknowledges that you have in place systems and processes that meet approved standards to ensure the safety of the service you intend to provide. If you intend to operate a passenger transport service that involves taxis, luxury hire cars or restricted hire vehicles you will require accreditation for a passenger transport service. You will also require the appropriate operational licence in addition to holding accreditation. Services operated using large vehicles (10 or more seats) do not require an operational licence.
