You will need this accreditation if you intend to operate a hire and drive passenger service. A hire and drive passenger service is a service where a vehicle is hired out, without a driver, for the carriage of passengers. This includes dual cab utilities and mobile homes.
Hire vehicles used to carry goods (such as single cab utilities, vans and trucks) are not passenger vehicles. If your business is just hiring out these types of vehicles, you do not need this accreditation.
Accreditation is a legal requirement and acknowledges that you have in place systems and processes that meet approved standards to ensure the safety of the service you intend to provide. If you intend to operate a passenger transport service that involves taxis, luxury hire cars or restricted hire vehicles you will need accreditation for a passenger transport service. You will also need the appropriate operational licence in addition to holding accreditation. Services operated using large vehicles (10 or more seats) do not need an operational licence.
