You will require a permit if you intend to:
- deal in the collection, disposal, or sale of recyclable or rubbish goods
- operate a commercial refuse collection vehicle
- enter a refuse disposal area, recycling centre or resource recovery facility for commercial activities when the area is closed to the general public
- remain in the disposal area longer than is reasonably necessary to deposit or collect rubbish or recyclable materials.
