You will need this registration to provide education and training services to overseas students. Registration comprises:

a formal registration process with the agency
being listed on the Commonwealth Register of Institutions and Courses for Overseas Students (CRICOS).

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.
