Accreditation of a Rail Transport Operator - Victoria

Description

You may require this accreditation if you intend to undertake certain railway operations. The three major categories of railway operations are:

  • rail infrastructure management
  • rolling stock operation
  • control or management of rail infrastructure.

Railway operations may include construction, operation, maintenance or repair under any of these categories. Please consult the responsible agency for more information and to ascertain the level of compliance (if any) that may be required.

A licence defines the need to obtain recognition / certification and registration to undertake a certain business activity.

Eligibility requirements

To be eligible for this accreditation, you must:

  • hold the position of either rail infrastructure manager, rolling stock operator or both
  • demonstrate the competency and capacity to manage all safety risks associated with undertaking railway operations and be able to implement proposed safety management systems
  • have the financial capacity, or public risk insurance to meet reasonable potential accident liabilities which may arise during railway operations
  • complete the relevant form
  • pay the required fee
  • provide any other information required by the Agency.

It is recommended that you contact the Office of the National Rail Safety Regulator to discuss requirements prior to lodging an application.

Ongoing eligibility requirements

You must immediately report rail incidents to the Office of the National Rail Safety Regulator. A follow up report must come within 72 hours of becoming aware of the incident. An incident includes the following:

  • an accident on a railway premises that leads to the death or injury of a person
  • derailment
  • collisions
  • implosions, explosions, fires or other occurrence that results in significant property damage.
