Asbestos Removal Licence - Victoria


You will require this licence if you intend to perform asbestos removal work. There are two types of asbestos removal licences:

  • Class A: authorises the removal of friable and non-friable asbestos
  • Class B: authorises the removal of only non-friable asbestos.

Friable asbestos can be crumbled, pulverised or reduced to powder. Non-friable asbestos is a compound of asbestos mixed with substances such as cement or other hard bonding materials.

Asbestos removal work within a negative air enclosure may only be carried out by the holder of a Class A licence.

Employees of an asbestos removal licence holder do not need to hold a licence provided they are working under the supervision of the licence holder.

Examples of items containing asbestos include asbestos cement sheeting, cement pipes, vinyl tiles, sprayed insulation, and asbestos-containing telecommunications pits and pipes, pipe lagging, millboard and gaskets.

Eligibility requirements

Licences can only be issued in the name of an individual or a registered company. To be eligible for a licence you must complete an application form and lodge it with all appropriate information. The application process will require you to:

  • provide proof of identification
  • provide details of personal protective equipment, and laundering arrangements in place
  • indicate any previous convictions relating to asbestos removal work and the cancellation of licences
  • submit proof of experience and copies of training certificates in asbestos removal
  • pay any required fees.

Class A applicants must provide a current certification for health and safety management system, which must be approved by Joint Accreditation System of Australia and New Zealand (JAS-ANZ).

Ongoing eligibility requirements

It is an ongoing requirement of this approval that you abide by all industry legislation and codes of practice and any specific conditions on the approval, such as for storage and disposal requirements.

Ongoing requirements include:

  • providing any relevant records and information as required by the authority
  • providing employees with adequate instruction and training to allow the work to be undertaken without risks to health
  • preparing and maintaining an asbestos control plan
  • providing employees with appropriate personal protective clothing and respiratory protective equipment
  • disposing asbestos waste at a licensed waste disposal site
  • arranging for medical examinations for employees.

When friable asbestos removal work is carried out, you must ensure that an asbestos removal supervisor is on site at all times. The appointment of the supervisor must be approved by the Agency.

Application process


Please lodge your application form, fees, and any associated documents directly with the Agency. You will need to attach:

  • Proof of your experience in asbestos removal, including any information on licences previously held in other states or territories;
  • Copies of training certificates;
  • The name and contact details of the Registered Medical Practitioner who will undertake medical examinations of employees;
  • A copy of a health and safety management system (if applying for a Class A licence); and
  • Details of protective equipment and any laundering arrangements, and vacuum cleaner fitted with a HEPA filter.

If you have not previously done so, you must also complete and submit an Identification Form - Natural Person / Identification Form - Non-Individual with the application form.
