Commercial Operator Licence (COL) - Victoria

Description

You will require this licence if you intend to operate a business which involves the ground application of agricultural chemicals (e.g. herbicides, insecticides, fungicides, vermin destroyers, avicides or fumigants) or provides any agricultural spraying for fee or reward. This permit covers the use of an approved chemical product, fertiliser or stock food, or a prescribed class of chemical products, fertiliser or stock food.

There are four types of COL endorsements, each with different training requirements:

  • agricultural chemicals (other than vermin destroyers/avicides and fumigants)
  • vermin (pest animal) destroyers and avicides
  • fumigants
  • copper chromium arsenic

A licence can have any one or all of the endorsements, provided the relevant training requirement is completed.

Eligibility requirements

Applications for a Commercial Operator Licence (COL) can be made either by:

  • a person with operational responsibility for the use of agricultural chemicals in the business (this is likely to be the case for owner operators and small businesses where the licence applicant is directly involved in the application of chemical products)
  • a director, or their delegate who is authorised to obtain such a licence on behalf of a registered company (this is likely to be the case for large corporate entities where management has no direct involvement in chemical used).

To be eligible for this licence you must:

  • submit an application form
  • provide information that may be required
  • have completed an approved training program
  • have a clear criminal record for the last 10 years
  • pay any required fees.

Ongoing eligibility requirements

You will be required to make specified records of all chemical applications within 48 hours of using the product and keep these records for a minimum of two years.
