Dairy Manufacturer Licence - Victoria


You will require this licence if you are the owner of any dairy manufacturing premises where milk is received from a dairy farm, or dairy food is manufactured or packed.

This licence does not authorise you to operate a dairy farm or sell dairy products by retail directly to the public.

Dairy foods cover food products made from the milk of cows, goats, sheep or buffalo. It includes:

  • milk and liquid milk products
  • dried milk and dried milk products
  • condensed milks
  • cream and cream products
  • butter, butter products, dairy blend and dairy spreads
  • cheese and cheese products
  • yoghurt and yoghurt products
  • ice cream, reduced fat ice cream and low fat ice cream
  • any other products or classes of products that are deemed to be dairy food.

Eligibility requirements

To be eligible for this licence you must:

  • submit a completed application form
  • submit a Food Safety Program
  • pay any required application and licence fees in full.
  • comply with the Food Standards Code
  • comply with the Food Act
  • possess necessary skills and competencies.

A dairy manufacturing premises currently, or intending to, export dairy food must meet specific requirements.

Ongoing eligibility requirements

All Victorian dairy manufacturers are required to meet the requirements detailed in the relevant Code. The Code sets the minimum mandatory standards for the production, manufacture, storage and transport of milk and dairy foods to safeguard public health. It must be used in conjunction with the Food Standards Code.

All Victorian dairy manufacturers are required to:

  • have a food safety program approved by the Agency that addresses the requirements in the relevant Code
  • have a recall procedure in place, based on the FSANZ Food Industry Recall Protocol
  • label all products in accordance with the legislation contained in the Food Standards Code.

Licence holders are subject to terms and conditions as determined by the Agency. The licence conditions are specific to each licence category.

Additional information

You may be exempt from the requirement to hold this licence if your premises is:

  • currently registered as a food business or licensed under meat or seafood legislation
  • under that licence or registration you are required to have a quality assurance program or food safety program that adequately covers dairy food safety.
